Canceled Membership;No Promised Refund Received

I accepted an online offer from CheapTrips, P.O.Box 4500, SunValley, ID 83353 also P.O.Box 2036, CherryHill, NJ 08034, in September 2007. In early October 2007, I decided to cancel my membership and was told to return all materials sent to me and I would promptly receive a refund of $113 to Visa account. I returned all materials on 10/2/2007.
As of March 20, 2008, I have not received my refund, even though I have called repeatedly, been told the materials were received, and have been promised the refund "by the next billing cycle".
How many billing cycles does it take? How do I get satisfaction??
